Newfoundland and Labrador Provincial Nominee Program （NLPNP）是纽芬兰与拉布拉多省根据本省经济发展、 劳动力市场需求和人口增长目标， 选择符合条件的技术工人、国际毕业生、 Express Entry候选人及企业家的省提名移民项目。
对已经获得纽芬兰与拉布拉多省雇主工作机会、 在当地学习或工作， 或职业背景符合本省当前劳动力需求的申请人而言， NLPNP可能成为取得加拿大永久居民身份的重要途径。
The Newfoundland and Labrador Provincial Nominee Program allows the province to nominate eligible workers, international graduates, Express Entry candidates and entrepreneurs who may contribute to the province’s economy and intend to settle permanently in Newfoundland and Labrador.
什么是NLPNP？ | What Is the NLPNP?
NLPNP并不是单一的一条移民通道。 不同类别针对具有不同工作经验、 工作许可、学历背景和加拿大移民身份的申请人。
目前主要技术类通道包括 Skilled Worker、International Graduate 以及Express Entry Skilled Worker。 此外，纽芬兰与拉布拉多省也设有 International Entrepreneur企业家类别。
多数技术类申请与当地雇主和工作机会密切相关。 因此，Job Offer、NOC / TEER、 工作经验、语言能力、学历背景、 工作许可、雇主资格及真实定居意向， 都是资格评估的重要因素。
Newfoundland and Labrador uses an Expression of Interest system for economic immigration. Candidates first submit an EOI and may receive an Invitation to Apply if selected. Meeting the basic eligibility requirements does not itself guarantee an invitation.

Skilled Worker
The Skilled Worker category is designed for eligible foreign workers who have a full-time job or job offer from an eligible Newfoundland and Labrador employer.
Skilled Worker主要适用于 已经获得符合要求的纽芬兰与拉布拉多省 雇主全职工作或Job Offer的申请人。 职位、工资、工作期限、申请人资格 以及雇主情况均需要审核。
国际毕业生类别
International Graduate
The International Graduate category is intended for eligible graduates who hold a valid Post-Graduation Work Permit and have qualifying employment with a Newfoundland and Labrador employer.
主要适用于持有有效PGWP， 并获得符合要求的纽芬兰与拉布拉多省 工作机会的国际毕业生。 毕业院校、专业、职位关联性、 工作许可有效期及雇主情况 都需要具体评估。
快速通道技术工人
Express Entry Skilled Worker
The Express Entry Skilled Worker category is designed for eligible candidates who are already in the federal Express Entry system and meet Newfoundland and Labrador provincial nomination requirements.
适用于已经进入联邦Express Entry系统， 同时符合纽芬兰与拉布拉多省 省提名要求的申请人。 获得省提名后， 可显著提高联邦Express Entry中的竞争力。
国际企业家类别
International Entrepreneur
The International Entrepreneur category is intended for experienced business owners or senior managers who wish to establish or purchase and actively operate a business in Newfoundland and Labrador.
适合具有企业经营或高级管理经验， 并计划在纽芬兰与拉布拉多省 创办、购买及实际经营企业的申请人。 申请人通常需要先经营企业， 并满足相关经营要求后才可能获得省提名。
EOI邀请制度
Expression of Interest System
Economic immigration applications are managed through an Expression of Interest model. Candidates submit an EOI first and must receive an Invitation to Apply before submitting a full application.
纽芬兰与拉布拉多省目前采用EOI邀请制度。 申请人首先提交Expression of Interest， 省政府根据劳动力市场需求、 职业、雇主及其他优先因素进行筛选， 获得ITA后才能递交完整申请。
当前省级优先方向
Provincial Selection Priorities
Newfoundland and Labrador may prioritize candidates based on labour market needs, occupation, employer history, community ties, local education, Francophone immigration objectives and likelihood of long-term retention.
省政府在EOI筛选时可能考虑 劳动力市场需求、职业类别、 雇主记录、本地学习经历、 社区及家庭联系、法语背景 以及申请人在当地长期定居的可能性。
NLPNP现在不能只看“是否符合资格”
纽芬兰与拉布拉多省目前实行 EOI — Invitation to Apply两阶段筛选制度。
因此，申请人即使符合某一个NLPNP项目的基本条件， 也并不代表可以立即递交完整省提名申请， 更不代表一定会收到邀请。
省政府会根据劳动力市场需求、 职业及行业、雇主情况、 本地联系、毕业背景、 法语移民目标以及长期留省可能性等因素 决定EOI的优先顺序。
NLPNP competitiveness should therefore be assessed by looking at both program eligibility and current provincial selection priorities.
